A BILL FOR AN ACT
RELAting to the hawaii community development authority.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The Hawaii community development authority shall undertake a regional traffic study of traffic flow patterns in the Kakaako/Kapiolani area of Honolulu, Oahu. The boundaries of the traffic study shall include the area within and immediately adjacent to the Kakaako community development district. The traffic study shall include all factors the Hawaii community development authority deems appropriate and relevant, such as:
(1) Communities and areas of Oahu affected;
(2) Population densities and growth of those communities;
(3) Existing patterns and trends in traffic flows and densities;
(4) Existing peak and off-peak usage and flows under varying conditions including seasonal and weather considerations;
(5) Peak carrying capacity of the H-1 freeway and surrounding roads at current usage patterns;
(6) All these patterns compared with projected patterns and usage with contraflow lanes; and
(7) Any other factors the Hawaii community development authority deems relevant.
The Hawaii community development authority shall submit a written report of findings and recommendations to the governor and the legislature no later than December 31, 2005, including any necessary proposed legislation to implement the study's recommendations.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $500,000, or so much thereof as may be necessary for fiscal year 2005-2006, for the Hawaii community development authority to conduct regional traffic studies to determine the impacts of development of projects within and immediately adjacent to the Kakaako community development district (extending as far as the convention center to the east, the H-1 freeway to the north, and Alakea street to the west); provided that a portion of the funds appropriated shall be expended for a supplemental environmental impact statement for the studied area.
The sum appropriated shall be expended by the Hawaii community development authority for the purposes of this Act.
SECTION 3. This Act shall take effect upon its approval, except that section 2 shall take effect on July 1, 2005.
