A BILL FOR AN ACT
relating to literacy.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Research shows there is a close relationship between persons with low literacy and drug addiction problems. In addition, individuals cannot obtain jobs and self-sufficiency without minimum reading and writing skills. Literacy is a basic skill that can help individuals who seek to end dependence on drugs and to become contributing members of the community.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2005-2006, to the department of public safety to implement literacy programs for incarcerated drug addicts.
SECTION 3. The sum appropriated shall be expended by the department of public safety.
SECTION 4. This Act shall take effect on July 1, 2005.
