A BILL FOR AN ACT
RELATING TO THE UNIVERSITY OF HAWAII.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) There is created the State of Hawaii scholarship program that shall be a two-year pilot project to be administered by the University of Hawaii. The program shall be used to provide financial support to eligible students enrolled at any campus of the University of Hawaii.
(b) Eligibility shall be limited to students at any campus of the University of Hawaii who are:
(1) Graduates of a public high school in the State;
(2) Recipients of the recognition diploma awarded by the board of education; and
(3) Participants during their senior year of high school in the free/reduced meal program, administered by the department of education.
(c) The amount to be awarded to a student shall be determined by the board of regents with due regard to the total amount of funds available for the program. The award that a student receives under this program may be used to cover the costs of tuition and fees, the costs of textbooks and other instructional materials, or the costs of room and board at a dormitory or apartment maintained by the University of Hawaii, or to defray the difference between the student need as determined by the Free Application for Federal Student Aid and the total cost of attendance.
(d) The scholarship program established in this section shall be financed through general funds appropriated by the legislature for the fiscal biennium 2005-2007.
(e) The board of regents shall adopt rules to implement the State of Hawaii scholarship program. The rules shall be adopted pursuant to chapter 91 but shall be exempt from the public notice and public hearing requirements.
SECTION 2. The board of regents shall submit an annual report to the legislature on the scholarship program no later than twenty days before the convening of the regular sessions of 2007 and 2008. The report shall include the number and amount of scholarships awarded during the preceding fiscal year.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2005-2006, for the purpose of funding the State of Hawaii scholarship program for its first year of operation.
SECTION 4. The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.
SECTION 5. This Act shall take effect on July 1, 2005, and shall be repealed on July 1, 2008.
