A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE twenty-second SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
Part I.
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $24,800,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2004-2005, for the purpose of capital improvement projects for the twenty-second senatorial district, as follows:
1. Iliahi Elementary

SECTION 2. The sums appropriated for the respective capital projects set forth in part I shall be expended by the department of education for the purposes of this Act.

SECTION 3. The director of finance is authorized to issue general obligation bonds in the sum of $126,250,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2004-2005, for the purpose of capital improvement projects for the twenty-second senatorial district, as follows:
1. Wahiawa and Whitmore sidewalk and road repairs
A. Construct sidewalk between the intersection of Walker and Avocado Avenues and the state freshwater park

SECTION 4. The sums appropriated for the respective capital projects set forth in Part II shall be expended by the city and county of Honolulu for the purposes of this Act.
Part III.
SECTION 5. The director of finance is authorized to issue general obligation bonds in the sum of $250,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2004-2005, for the purpose of capital improvement projects for the twenty-second senatorial district, as follows:
1. Northshore wastewater treatment plant
A. Order a taskforce study to determine (a) the location and treatment alternatives supported by the community, and (b) how to alleviate cesspool leaching issues

SECTION 6. The sums appropriated for the capital project set forth in Part III shall be expended by the department of health for the purposes of this Act.
SECTION 7. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2008, shall lapse as of that date.
SECTION 8. This Act shall take effect on July 1, 2005.
