A BILL FOR AN ACT

 

relating to capital improvement projects for the benefit of THE seventh SENATORIAL DISTRICT.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $55,400,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2005-2006, for the purpose of capital improvement projects for the seventh senatorial district, as follows:

A. Kilauea Elementary School

1. Design and construction of cafeteria; relocate existing cafeteria.

Total funding $3,000,000

B. Kapaa Elementary School

1. Design and construction of library

Total funding $5,440,000

C. Kapaa High School

1. Design and construction of new, or expand existing, administration building; renovate existing administration building

Total funding $4,515,000

D. Waimea High School

1. Design and construction of new, or expand existing, library; renovate existing library.

Total funding $4,645,000

E. Kehaka Elementary School

1. Design and construction of a six-classroom building to replace Building C

Total funding $5,585,000

F. Kauai Veterans Memorial Hospital

1. Renovate emergency room, recovery room, and operating room; acquire two vacant lots; construct new emergency room parking area

Total funding $6,565,000

2. Design two-story building and parking infrastructure, including a solar voltaic system to reduce operational electric costs and enhance existing energy conservation measures; relocate physical therapy, respiratory therapy, occupational therapy, dietary, long-term care, and administration departments, and conference rooms

Total funding $1,700,000

3. Perform electrical upgrades to correct violations of the National Electric Code

Total funding $950,000

4. Design radiology department expansion

5. Replace emergency generator and associated equipment

G. Samuel Mahelona Memorial Hospital

1. Plan, design and install a solar voltaic system to reduce operational electric costs

2. Replace electrical equipment in subterranean crawlspace; rectify code violations

Total funding $630,000

3. Replace hot, cold, and waste water system and associated equipment

Total funding $300,000

4. Repave roads and parking lots; replace curbs, signs, overhead lighting, and street lighting

Total funding $650,000

H. Koloa Library

1. Design and construction of 20,000 square foot library

Total funding $8,000,000

I. Hanapepe Library

1. Renovate existing library

Total funding $1,500,000

J. Kauai Community College

1. Complete second phase for the one stop center building

Total funding $10,000,000

SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the department of accounting and general services for the purposes of this Act.

SECTION 3. The director of finance is authorized to issue general obligation bonds in the sum of $77,817,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2005-2006, for the purpose of capital improvement projects for the seventh senatorial district, as follows:

A. Nawiliwili Harbor

1. Plans for deepening, widening, and other improvements to the entrance of Nawiliwili Harbor

Total funding $375,000

B. Port Allen Harbor

1. Plans for deepening, widening, and other improvements to the entrance of Port Allen Harbor.

Total funding $500,000

C. Lihue Airport

1. Construction of a perimeter road and fence to meet safety and security requirements

Total funding $4,332,000

2. Construction for restoration of the Ahukini Dump at Lihue Airport

Total funding $1,200,000

D. Kaumualii Highway

1. Construction for widening Kaumualii Highway, Lihue to Kipu, from two to four lanes

Total funding $31,000,000

E. Kuhio Highway

1. Design for a new Kapaa Bypass and/or widened sections of Kuhio Highway

Total funding $4,000,000

2. Land acquisition for retaining wall

Total funding $100,000

3. Construction for replacement of Wainiha Bridges numbers one, two, and three

Total funding $25,000,000

4. Land acquisition of a multi-tee beam reinforced concrete girder bridge on Kuhio Highway in the vicinity of Kapaia

Total funding $750,000

5. Land acquisition and design for the replacement of Waioli Stream Bridge, Waipa Stream Bridge, and Waikoko Stream Bridge on Kuhio Highway route 560

Total funding $2,400,000

F. State highways

1. Design and construction for installing and/or upgrading guardrails; shoulder improvements

Total funding $2,000,000

2. Design and construction for miscellaneous improvements to existing intersections and highway facilities necessary for improved traffic operation

G. Kuamoo Road

Construction for replacing a retaining wall in the vicinity of mile post 1.1

H. Kamualii Highway

1. Construction of and/or reconstruction of retaining walls and other improvements at various locations

I. Waimea Canyon Drive and Kokee Road

1. Design for construction of paved shoulders; installation of guardrails, pavement markings, and signs in the vicinity of mile posts zero to fourteen

Total funding $500,000

J. Kapule Highway, Rice Street, and Waapa Road

1. Land acquisition and design for the improvement of Kapule Highway, Rice Street, and Waapa Road; strengthening and widening of Nawiliwili Bridge

Total funding $1,500,000

SECTION 4. The sums appropriated for the respective capital projects set forth in section 3 shall be expended by the department of transportation for the purposes of this Act.

SECTION 5. The director of finance is authorized to issue general obligation bonds in the sum of $21,057,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2005-2006, for the purpose of capital improvement projects for the seventh senatorial district, as follows:

A. Kilauea Water System

1. Design and construction of ductile iron waterline providing fire protection for Kilauea School

B. Hanelei Water System

1. Design and construction of ductile iron waterline providing fire protection for Hanelei School

C. Waimea Water System

D. Wailua-Kapa'a Water System

1. Design and construction of 0.5 MG tank and 1.0 MG tank for Kapa'a storage improvements

1. Design and construction of baseball, lighting, and grandstand improvements

2. Construction of lighting; design of baseball field; design and construction of multi-purpose gym and arena

L. Kalepa Village Rental Apartments

1. Prepare plot plans in concurrence with current Americans with Disabilities Act requirements

M. Solid waste facilities

1. Identify, and evaluate disposal alternatives; select preferred disposal method; design new disposal facility; select site; conduct environmental assessment study; acquire permits

N. Wailua-Kapaa sewer system

1. Plan new Wailua-Kapaa wastewater facilities

O. Kilauea Bridge

1. Replace existing concrete bridge (measuring twenty feet wide by ninety-two feet long) with a new concrete bridge measuring thirty-five feet wide by one hundred ten feet long)

P. Kapaa-Wailua area Drainage master plan

1. Development of detailed drainage master plan to supplement general plan

Q. Wailua house lots

1. Plan and design remaining phase I right-of-way, acquisition, and construction of drainage flood control facilities and appurtenances for Haleilio Road, Lanakila Road, Hookipa Road, and Nonou Road, Wailua house lots area

SECTION 6. The sums appropriated for the respective capital projects set forth in section 5 shall be expended by the County of Kauai for the purposes of this Act.

SECTION 7. The director of finance is authorized to issue general obligation bonds in the sum of $20,425,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2005-2006, for the purpose of capital improvement projects for the seventh senatorial district, as follows:

A. Waimea High School

1. Design and construction of six-classroom building

Total funding $9,090,000

B. Kauai High School

1. Design and construction of new gym

Total funding $10,835,000

C. Kalaheo Elementary School

1. Design and construction of new playcourt

Total funding $500,000

SECTION 8. The sums appropriated for the respective capital projects set forth in section 7 shall be expended by the Department of Education for the purposes of this Act.

SECTION 9. The director of finance is authorized to issue general obligation bonds in the sum of $5,850,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2005-2006, for the purpose of capital improvement projects for the seventh senatorial district, as follows:

A. Kokee-Waimea Canyon State Park

1. Complete water system improvements pursuant to project number F46C732A

Total funding $3,000,000

B. Na Pali Coast State Park

1. Plan, design and construction for trail restoration and stability

Total funding $1,750,000

C. Kokee State Park

1. Widen Kokee Road

Total funding $600,00

D. Wailua River State Park

1. Improve road and parking

Total funding $500,000

SECTION 10. The sums appropriated for the respective capital projects set forth in section 9 shall be expended by the department of land and natural resources for the purposes of this Act.

SECTION 11. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2008, shall lapse as of that date.

SECTION 12. This Act shall take effect on July 1, 2005.
