A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE fourth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $68,416,015, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2005-2006, for the purpose of capital improvement projects for the fourth senatorial district, as follows:
1. Wells Park, Maui
Repairs and construction of improvements for the deteriorating facilities at Wells Park so that the needs of the Wailuku community and Iao intermediate school can be better served.

SECTION 2. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2008, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital projects set forth in section 1 shall be expended for the purposes of this Act; provided that:
(1) The sums appropriated in item 1 shall be expended by
the county of Maui; and
(2) The sums appropriated in items 2 to 9 shall be expended by the department of
education; and
(3) The sums appropriated in item 10 shall be expended by
the department of land and natural resources; and
(4) The sums appropriated in items 11 to 16 shall be expended by the Hawaii health systems
corporation.
SECTION 4. This Act shall take effect on July 1, 2005.
