A BILL FOR AN ACT

 

relating to capital improvement projects for the benefit of THE FIRST SENATORIAL DISTRICT.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $2,620,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2005-2006, for the purpose of capital improvement projects for the first senatorial district, as follows:

1. University of Hawaii at Hilo

Traffic light at intersection of

Kawili Street and University of Hawaii, Hilo

Equipment $50,000

Design $50,000

Construction $400,000

Total funding $500,000

2. Waiakea Kai Ramp

Construction of a two-lane boat launch ramp to be located within the Wailoa Small Boat Harbor – Suisan Basin along the West Makai Dock with boat wash down area, parking for truck and boat trailers. Landowner: State of Hawaii

Construction $874,000

Total funding $1,000,000

3. Wailoa Small Boat Harbor – Maintenance Dredging

Dredging of the entrance channel of Wailoa Small Boat Harbor, portion of Suisan Basin, surrounding areas of the groin on the Hilo Bayfront. The replacement of one parking light pole and fixture at Wailoa River Mouth to increase night navigation visibility. Landowner: State of Hawaii

4. Air Conditioning Units in Library at Waiakea Elementary School

Design and construction for split system; two 4-1/2 to 5 ton units, approximately 54,000 – 60,000 BTU with fresh air intake of 450 CPM; Separate AC circuits; Remove glass louvers and replace with PVC louvers

SECTION 2. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2008, shall lapse as of that date.

SECTION 3. The sums appropriated for the respective capital projects set forth in section 1 shall be expended for the purposes of this Act; provided that:

(1) The sums appropriated in item 1 shall be

expended by the department of accounting and general

services;

(2) The sums appropriated in items 2 and 3 shall be expended by the department of land and natural resources; and

(3) The sums appropriated in item 4 shall be expended by

the department of education.

SECTION 4. This Act shall take effect on July 1, 2005.
