A BILL FOR AN ACT

 

making an appropriation for A roaming security guard for various schools on maui.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Each year there are reports of vandalism and break-ins at Hawaii public schools. For example, there have been several break-ins at Kihei elementary school, which serves a very young population. In addition to safety concerns, these incidents can be costly. A recent fire at Lokelani intermediate school on Maui resulted in approximately $20,000 in damages.

Hawaii public school students deserve a safe environment that is conducive to learning. The resources available to students should be protected to ensure that they are there when students need them. For public schools in the Kihei area, there are no security personnel, and the county's police force is stretched thin and plagued by a shortage of beat officers.

The purpose of this Act is to deter and help curb vandalism and break-ins by providing funding for security guards for Kihei elementary school, Kamalii elementary school, Lokelani intermediate school, and Kihei public charter high school.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2005-2006, and the same sum, or so much thereof as may be necessary for fiscal year 2006-2007, for a roaming security guard for Kihei elementary school, Kamalii elementary school, Lokelani intermediate school, and Kihei public charter high school.

SECTION 3. The sums appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2005.
