A BILL FOR AN ACT
mAKING APPROPRIATIONS FOR uNIVERSITY OF HAWAII SYSTEMWIDE STUDENT SUPPORT SERVICES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that student support services are essential elements to assure access to higher education. Although all campuses need additional student support services to assure access and success, some of the smaller campuses have greater problems because of resources that are limited. Not every campus can provide specialized services.
The vice president for student affairs, with the support of the University of Hawaii student caucus and senior student affairs officers, will implement a "broker" model that will benefit students on all ten campuses, including the smaller campuses. The broker model includes provisions for student services programs and services. The programs include alcohol, tobacco, and drug prevention; distance and alternative programs; and training in discrimination and civil rights. The services include psychological and psychiatric consultation, residency policy appeals, health policies and clearances, financial aid, disability assistance, SEVIS federal compliances, judicial affairs policies and procedures, assistance via information technology, as well as student housing.
The purpose of this Act is to provide funds and positions for a systemwide equity of services for students.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2005-2006, and the same sum, or so much thereof as may be necessary for fiscal year 2006-2007, for the purpose of providing funds and positions for systemwide student services programs and campus programs for equity of services, access, and student success.
SECTION 3. The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2005.
