A BILL FOR AN ACT

 

RELATING TO TRANSPORTATION.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the development of railway systems on the islands of Oahu, Kauai, Maui, and Hawaii for sightseeing and on-land cruising could create another visitor attraction and create new jobs and other economic opportunities along the rail lines. The systems could also provide local residents with a new and fun mode of public transportation.

The purpose of this Act is to establish a task force to explore the feasibility of developing these railway systems.

SECTION 2. (a) There shall be convened a special task force comprised of the chairperson of the board of land and natural resources or the chairperson's designee, the director of business, economic development, and tourism or the director's designee, the director of transportation or the director's designee, and a representative from each county designated by the mayors of the respective counties.

(b) The duties of the task force shall be as follows:

(1) Research similar visitor oriented railway systems in other locations;

(2) Study possible routes for the railways on each of the islands of Oahu, Kauai, Maui, and Hawaii;

(3) Review the possibility of establishing economic development districts along the railways;

(4) Explore the possibilities of attracting private investors to develop the railway systems; and

(5) Engage members of the public, including private entities presently conducting train operations, the military and other federal and county agencies, and representatives of affected large landowners along possible routes in the on-going discussions and other efforts of the task force.

(c) The department of business, economic development, and tourism shall provide necessary staff and logistical support for the task force.

(d) The task force shall prepare and submit a report with recommendations, including any proposed legislation, to the legislature sixty days before the convening of the regular session of 2007.

SECTION 3. This Act shall take effect upon its approval.
