A BILL FOR AN ACT

 

Making an appropriation for the second senatorial district.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $          , or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2005-2006 for the following capital improvements in the second senatorial district:

1. Hawaiian Ocean View Estates test and production water well

Plans, design, and construction $6,000,000

for exploratory well.

2. Naalehu Elementary School

Design, construction, and equipment $5,000,000

for a new six-classroom building.

3. Keaau-Pahoa road shoulder lane conversion, Keaau bypass road to Shower drive

Reconstructing and widening the existing $6,600,000

shoulder and constructing new shoulders

on the inbound side of the highway

Installation of traffic signals at the

intersection of Shower drive, Pohaku

Drive, Keaau-Pahoa road (Highway 130).

4. Keaau Middle School

Design, construction, and equipment $10,830,000

for a new eight-classroom building.

5. Pahoa High School

Design, construction, and equipment $3,650,000

for a gymnasium.

6. Keaau Elementary School

Design and construction for a $500,000

secondary entrance and exit.

7. Volcano road intersection improvements at Kulani road

Design for left turn lanes at $450,000

the Kulani road intersection.

8. Pahoa Elementary School

Design, construction, and equipment $3,000,000

for a new administration building and

renovation of the temporary administration

building to classrooms.

9. Kau Hospital sewer and cesspool

Construction for a septic or $400,000

wastewater treatment facility.

10. Puna Recreational Complex

Plans, design, and construction $4,000,000

for a community recreational complex.

11. Mackenzie State Park

Design and construction of $600,000

a new composting comfort station.

12. Lava Tree State Monument

Design and construction of improvements $350,000

to roadway, parking lot, walkways, and

other improvements.

13. Manuka state wayside

Design and construction of comfort $500,000

station and related improvements.

SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended for the purposes of this Act; provided that:

(1) The sums appropriated in items 1 and 10 shall be expended by the county of Hawaii, provided that the sum in item 10 shall not be released unless the amount is matched by the county of Hawaii;

(2) The sums appropriated in items 3 and 7 shall be expended by the department of transportation;

(3) The sums appropriated in items 2, 4 to 6, and 8 shall be expended by the department of education;

(4) The sums appropriated in item 9 shall be expended by the Hawaii health systems corporation; and

(5) The sums appropriated in items 11 to 13 shall be expended by the department of land and natural resources.

SECTION 3. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2008, shall lapse as of that date.

SECTION 4. This Act shall take effect on July 1, 2005.
