HOUSE RESOLUTION

 

requesting the department of defense to present a homeland security plan to the legislature.

 

 

WHEREAS, the scourge of terrorism continues to threaten our world, our nation, and our state; and

WHEREAS, the federal government, through the Office for Domestic Preparedness (ODP) and State Homeland Security Program (SHSP), has made $45,000,000 in funding available to help protect our state and its people; and

WHEREAS, the state Department of Defense (DOD) seeks to expend the $45,000,000 for homeland security in Hawaii; and

WHEREAS, the Legislature is also deeply concerned about the protection of Hawaii's residents and visitors; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, that DOD is requested to submit to the Legislature for approval a homeland security plan (Plan) for the expenditure of the $45,000,000 from ODP and SHSP; and

BE IT RESOLVED that the Plan must include:

(1) An assessment of the threat of terrorist incidents;

(2) The development of plans to deal with terrorist incidents;

(3) Training and exercises to implement such plans; and

(4) The procurement of equipment, materials, and supplies essential to meet the potential threats of conventional, chemical, biological, radiological, and nuclear weapons;

and

BE IT FURTHER RESOLVED that the Plan be presented to the Legislature for approval as expeditiously as possible; and

BE IT FURTHER RESOLVED that the Plan include ways to help the counties increase their security efforts; and

BE IT FURTHER RESOLVED that as far as practicable, the DOD collaborate with the counties in developing the Plan and determining how the moneys from ODP and SHSP can be expended most effectively; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor; Adjutant General; mayor of the City and County of Honolulu, County of Hawaii, County of Maui, and County of Kauai; and the county councils of Honolulu, Hawaii, Maui, and Kauai.
