HOUSE RESOLUTION

 

URGING THE DEPARTMENT OF HUMAN SERVICES, ADULT FOSTER HOME ASSOCIATION, AND CASE MANAGEMENT COUNCIL TO WORK TOGETHER TO CLEARLY DEFINE AND RECOMMEND THE THREE DISTINCT COMPONENTS OF THE RESIDENTIAL ALTERNATIVES COMMUNITY CARE FOSTER FAMILY HOMES SERVICE ARRAY AND THEIR MODE OF SERVICE DELIVERY, FOR INCLUSION IN THE DEPARTMENT OF HUMAN SERVICES QUEST EXPANDED ACCESS REQUEST FOR PROPOSAL.

 

WHEREAS, the Department of Human Services (DHS) has proposed QUEST Expanded Access to serve the aged, blind, and disabled (ABD) population through a Medicaid health maintenance organization, which will lead to the inclusion of the Residential Alternatives Community Care Foster Family Homes Service Array (RACCFFHSA), in a continuum of services for the State's ABD clients, networked through managed care staff and vendors to ensure improved health outcomes for this population; and

WHEREAS, the RACCFFHSA consists of two distinct service providers, the licensed case management agencies (CMAs) and the community care foster family homes (CCFFHs), who work together to provide high quality care at a significant cost-savings to the State; and

WHEREAS, discussion between DHS and service providers shows that CMAs provide two functions: case management and service assessment; and

WHEREAS, consumers served in CCFFHs benefit from the ongoing relationship developed between foster family homes and the CMAs; and

WHEREAS, CCFFHs provide living accommodations and other related services to clients with nursing level care needs; and

WHEREAS, the RACCFFHSA consists of three distinct components: case management, service assessment, and CCFFHs; and

WHEREAS, the service assessment and CCFFHs together create a nursing facility level of care choice for consumers who prefer residential alternatives to nursing home care; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, that this body urges DHS, the Adult Foster Home Association, Case Management Council, and other stakeholders to work together to clearly define and recommend the three distinct components of the RACCFFHSA and their mode of service delivery, for inclusion in DHS's QUEST Expanded Access request for proposal; and

BE IT FURTHER RESOLVED that this body supports the preservation of the three distinct components of the current Residential Alternatives Community Care Program service array: case management, service assessment, and CCFFHs; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Human Services, President of the Adult Foster Home Association, and Director of the Case Management Council.
