HOUSE RESOLUTION

 

urging the university of hawaii to establish undergraduate and graduate degree programs in information security within the department of information and computer sciences to develop skilled and highly-trained graduates TO assist the state in defending against cyber-threats.

 

 

WHEREAS, recent advances in global telecommunications, microprocessors, internet connectivity, and other related technologies have allowed for the proliferation of "hackers" and others who use malicious hardware and software programs to damage files, steal private or classified information, and engage in other illegal and unethical activities; and

WHEREAS, a wide variety of malicious programs (malware), including viruses, worms, trojan horses, and spyware, are used every day to attack information systems around the world; and

WHEREAS, all of Hawaii's networked government computer systems, as well as private commercial networks, are vulnerable to attack by hackers; and

WHEREAS, terrorists may use such malware programs to severely disrupt our governmental and commercial activities, spreading fear and panic throughout the state; and

WHEREAS, the wide array of threats posed by malware require a thorough, layered response on the part of the State to develop technologies, strategies, and educated personnel to deal with such threats; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, that the University of Hawaii (UH) is urged to establish undergraduate and graduate degree programs in information security within the Department of Information and Computer Sciences to develop skilled and highly-trained graduates to assist the State in defending against cyber-threats; and

BE IT FURTHER RESOLVED that UH is requested to report to the Legislature its findings and recommendations on establishing these new programs, along with any proposed legislation if necessary, no later than twenty days prior to the convening of the Regular Session of 2007; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, Chairperson of the Board of Regents at UH, President of UH, and the Chairperson of the Department of Information and Computer Sciences of the UH.
