HOUSE OF REPRESENTATIVES

H.R. NO.

23

TWENTY-THIRD LEGISLATURE, 2006

STATE OF HAWAII

HOUSE RESOLUTION

REQUESTING THE DEPARTMENT OF HAWAIIAN HOME LANDS TO PROVIDE FOUR-WHEEL-DRIVE COMPACTED ROADS FOR THE KAHIKINUI HOMESTEAD.

WHEREAS, the Kahikinui Homestead community was established by the Department of Hawaiian Home Lands on March 6, 1999; and

WHEREAS, the roads that service the Kahikinui Homestead are unstable and unpaved and routinely wash away and deteriorate after heavy rains, leaving homestead lessees stranded, without access to their homes; and

WHEREAS, the Kahikinui Homestead lessees were assured, pursuant to their signed leases with the Department of Hawaiian Home Lands, that four-wheel-drive compacted roads would be provided to all lessees; and

WHEREAS, despite their stated commitment to provide the four-wheel-drive compacted roads, the Department of Hawaiian Home Lands has yet to act on its promise to lessees; and

WHEREAS, the State Council of Hawaiian Homestead Associations, at their recent meeting on August 18, 2005, voted to support the Kahikinui Homestead Community and the immediate construction of the four-wheel-drive compacted roads; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, that the Department of Hawaiian Home Lands is requested to provide four-wheel-drive compacted roads for the Kahikinui Homestead; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor and the Chairperson and members of the Hawaiian Homes Commission.
