WHEREAS, Head Start is a comprehensive child development program that serves low-income and special needs children from age three to age five; and

WHEREAS, Head Start is a child-focused program that has the overall goal of increasing the school readiness of eligible young children; and

WHEREAS, Head Start is funded by state and federal funds and is operated by various agencies throughout Hawaii; and

WHEREAS, an audit should be conducted of each agency that operates the Head Start program, and that receives state funds for that purpose, to access community needs and operational performance and ensure that adequate policies and procedures exist, as well as ensure the proper expenditure of state funds; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, that the Department of Human Services is requested to facilitate an audit of each agency that receives Head Start funding from the State; and

BE IT FURTHER RESOLVED that the audit should include an assessment of:

BE IT FURTHER RESOLVED that the department report the results of the audits to the Legislature at least twenty days prior to the convening of the Regular Session of 2007; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Human Services.
