HOUSE RESOLUTION

 

ESTABLISHING THE SELECT HOUSE COMMITTEE ON HOMELAND SECURITY REVIEW.

 

 

WHEREAS, the scourge of terrorism continues to threaten our world, our nation, and our state; and

WHEREAS, the federal government, through the Office of Domestic Preparedness (ODP) and State Homeland Security Program (SHSP), has made $45,000,000 in funding available to help protect our state and its people; and

WHEREAS, the state Department of Defense seeks to expend the $45,000,000 for homeland security in Hawaii; and

WHEREAS, the Legislature is deeply concerned about the safety of Hawaii's residents and visitors; and

WHEREAS, in a letter dated July 27, 2005, the President of the Senate and the Speaker of the House of Representatives (Speaker) wrote to the Adjutant General requesting a status report on the State's homeland security efforts; and

WHEREAS, the Speaker was informed by the Office of the Governor that information related to the use of homeland security funds is considered confidential and cannot be released to the public; and

WHEREAS, the Adjutant General subsequently advised the Speaker of the possibility of briefing a select group of legislators on the use of homeland security funds in Hawaii; and

WHEREAS, at the federal level, each of the two houses of Congress has a Select Committee on Intelligence to oversee the American intelligence community by reviewing its activities, programs, and budget as submitted by the President of the United States; and

WHEREAS, the state House of Representatives firmly believes in its right and duty to oversee the disposition of all public funds; and

WHEREAS, the state House of Representatives believes it is appropriate to establish such a select committee within its organization for the purpose of reviewing the SHSP and its funding and expenditures; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, that there is established the Select House Committee on Homeland Security Review (Security Review Committee); and

BE IT FURTHER RESOLVED that the Speaker shall appoint the membership of the Security Review Committee, provided that the membership shall be on a proportional basis with the members of the majority party and minority party; and

BE IT FURTHER RESOLVED that the Security Review Committee adopt rules to establish procedures for the handling and review of information and material which the State has determined to be confidential or classified; and

BE IT FURTHER RESOLVED that the Security Review Committee be responsible for the review of all federal appropriations, allotments, and expenditures made to plan and execute the State's Homeland Security Plan (Security Plan), including but not limited to all funds received through the ODP and SHSP; and

BE IT FURTHER RESOLVED that the Security Review Committee review the Security Plan, including but not limited to the State's:

(1) Assessment of the threat of terrorist incidents;

(2) Development of plans to deal with terrorist incidents;

(3) Training and exercises to implement such plans; and

(4) Procurement of equipment, materials, and supplies essential to meeting the potential threats of conventional, chemical, biological, radiological, and nuclear weapons;

and

BE IT FURTHER RESOLVED that the Security Review Committee report to the Speaker; and

BE IT FURTHER RESOLVED that the Security Review Committee continue to exist until Opening Day of the Regular Session of 2007; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, Adjutant General, and Attorney General.
