HOUSE CONCURRENT

RESOLUTION

 

REQUESTING A STUDY TO ASSESS THE FEASIBILITY OF DEVELOPING A park in kapoho, HAWAII.

 

 

WHEREAS, Kapoho was once a thriving village complete with two small town stores, a school, a railroad station, a dance hall, and the famed swimming spot known as "Warm Springs," with its thermally heated water, which was filmed in the Hollywood movie "Bird of Paradise"; and

WHEREAS, the Kumukahi Lighthouse is located in Kapoho; and

WHEREAS, Kumukahi Lighthouse is of great spiritual importance to native Hawaiians because it was spared from destruction in the 1960's lava flow that destroyed the village of Kapoho; and

WHEREAS, Kumukahi Lighthouse is visited by a cross-section of local residents and tourists; and

WHEREAS, Kapoho maintains its natural beauty and is not only a historical asset but also is conducive to and promotes recreational activities, such as camping, walking, bicycling, hiking along horse trail paths, shoreline fishing, and relaxation; and

WHEREAS, our historical sites, beaches, and shorelines provide an essential and unique attraction to returning and potential visitors to Hawaii; and

WHEREAS, the Department of Land and Natural Resources may designate, and bring under its control and management, public lands as part of the state park system; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, the Senate concurring, that the Department of Land and Natural Resources is requested to conduct a feasibility study to develop a park in the Kapoho area of Hawaii that includes the Kumukahi Lighthouse; and

BE IT FURTHER RESOLVED that the Department is requested to address the following in the study:

(1) Public access to the shoreline;

(2) Plans and designs for parks, a roadway, campsites, and shower and toilet facilities that respect and compliment the island's natural beauty;

(3) Restoration and maintenance of beach shorelines and historical sites in Kapoho;

(4) A timetable for implementation of improvements and projected expenses; and

(5) Other issues deemed necessary or desirable by the Department; and

BE IT FURTHER RESOLVED that the Department of Land and Natural Resources is requested to report its findings and recommendations, including any necessary proposed legislation, to the Legislature not less than twenty days prior to the convening of the Regular Session of 2007; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources, and the Mayor and council members of the county of Hawaii.
