RESOLUTION
REQUESTING THE AUDITOR TO CONDUCT A MANAGEMENT AUDIT OF THE CAPITAL IMPROVEMENT PROJECTS OF THE DEPARTMENT OF TRANSPORTATION.
WHEREAS, the Department of Transportation performs numerous capital improvement projects for the design, construction, maintenance, and repair of roads and highways, harbors, and airports; and
WHEREAS, capital improvement projects typically tie up vehicular, airline, and shipping traffic for lengthy periods of time; and
WHEREAS, the completion time of a capital improvement project is critical to ensuring that the movement of motor vehicles, airplanes, and ships are not delayed for months or years on end; and
WHEREAS, in testimony in January 2006 to the Senate Committee on Ways and Means, the Department of Transportation raised the issue of its efforts to expedite the completion of capital improvement projects; and
WHEREAS, an audit of the Department of Transportation's management of capital improvement projects has never been undertaken; and
WHEREAS, a management audit might uncover deficiencies that could be remedied with better planning and implementation; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, the Senate concurring, that the Auditor is requested to conduct a management audit of the Department of Transportation with regard to its management of capital improvement projects; and
BE IT FURTHER RESOLVED that the Auditor report findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2007; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor and the Director of Transportation.
