RESOLUTION
REQUESTING THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY TO report on THE CARRYING CAPACITY OF THE INFRASTRUCTURE IN THE KAKAAKO DISTRICT ON OAHU.
WHEREAS, in 1980, the Kakaako district on Oahu had a population of 2,798 persons and 1,100 residential units, according to the United States Census; and
WHEREAS, today, the Kakaako district is home to over 6,220 people with 4,628 residential units, according to the 2005 Annual Report of the Hawaii Community Development Authority; and
WHEREAS, construction is booming in the Kakaako district, with several major projects either underway or planned, adding more than twenty-four hundred residential units, including:
(1) Hokua, a forty-story residential and commercial complex located along Ala Moana Boulevard;
(2) Ko'olani, a residential condominium complex with three hundred seventy-two units on Waimanu Street;
(3) Moana Pacific, a residential project with seven hundred six units and commercial space at Kapiolani Boulevard and Piikoi Street;
(4) The Ward Village Hops Project, a commercial and residential development, with four hundred fifteen residential units;
(5) 909 Kapiolani, a residential, commercial, and industrial project, with two hundred twenty-five residential units, and a total of 22,000 square feet of commercial and industrial floor space; and
(6) Moana Vista, a mixed-use residential, commercial, industrial complex with five hundred twenty residential units; and
WHEREAS, several large-scale commercial projects are underway in the Kakaako district that will attract many residents and visitors to the area; this includes a planned research center expansion for the University of Hawaii John A. Burns School of Medicine, the proposed Cancer Research Center of Hawaii, and the Kakaako waterfront development, which includes 500,000 square feet of public and commercial spaces and 250,000 square feet of entertainment and retail spaces; and
WHEREAS, concerns have been voiced about the ability of the infrastructure in the Kakaako district, including roadway, water, wastewater, storm drainage, solid waste disposal, parks and recreation, and utility systems, to keep up with the projected growth of development in the area; and
WHEREAS, any new developments in Kakaako may adversely impact its residents, visitors, and businesses, as well as businesses and workers in nearby areas, such as downtown Honolulu, if the infrastructure is inadequate and unable to fully handle additional demands; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, the Senate concurring, that the Hawaii Community Development Authority is requested to report on the carrying capacity of the infrastructure of the Kakaako community development district; and
BE IT FURTHER RESOLVED that the Hawaii Community Development Authority is requested to include in its report, an assessment of roadways, water, wastewater, storm drainage, solid waste disposal, parks and ocean recreation, and electrical and other utility systems in the Kakaako community development district to determine the current and future adequacy of the infrastructure, given proposed developments and forecasted growth; and
BE IT FURTHER RESOLVED that the Hawaii Community Development Authority is requested to report its findings and recommendations, including proposed legislation, if any, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2007; and
BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Executive Director of the Hawaii Community Development Authority.
