HOUSE CONCURRENT

RESOLUTION

 

requesting the development of a strategy to establish and operate a technology-based consortium supporting K-12 education, medical research and development activities, and medical research and development incubator and innovation center for technology-based companies on state land in Kakaako, Mauka and adjacent to the Mother Mary Waldron Park.

 

 

WHEREAS, the High Technology Development Corporation operates statewide technology innovation centers for the purpose of growing Hawaii's high-tech industries and providing attractive high-tech jobs for the State, in areas including biotechnology, medical technologies, and life sciences research and development; and

WHEREAS, the University of Hawaii's John A. Burns School of Medicine, situated in Kakaako Makai, and the planned School of Medicine's Phase II will provide new opportunities for education and training in medical technologies; and

WHEREAS, the University of Hawaii's new Cancer Research Center of Hawaii, a planned national cancer research center in Kakaako Makai, will provide new opportunities for education and training related to cancer clinical research and development; and

WHEREAS, the Kamehameha Schools Bishop Estate plans to develop a private life sciences catalyst project on former state land fronting Ala Moana Boulevard; and

WHEREAS, the Department of Education will require a location to support K-12 educational needs in Kakaako, which will significantly benefit from interaction with a research and technology park in close proximity; and

WHEREAS, Kakaako Makai is envisioned as a premier medical and life sciences research and technology park in the Pacific; and

WHEREAS, the Hawaii Community Development Authority, under the general policies and direction set by the Legislature, implements the management and development of state lands in Kakaako district to support the needs of the public; and

WHEREAS, the Department of Land and Natural Resources owns in fee title the land adjacent to the Mother Mary Waldron Park in Kakaako, which is one of the few, if not last, remaining state owned lands near Kakaako Makai suitable for a development of this nature; and

WHEREAS, there is tremendous public value and benefit in the collaboration, cooperation, and co-location of activities in a center of education, training, research and private technology companies that will support the collective needs of the University of Hawaii John A. Burns School of Medicine and the and Cancer Research Center of Hawaii, the Hawaii High Technology Development Corporation, and the State Department of Education; and

WHEREAS, the Legislature recognizes the tremendous importance of providing lands owned by the State at no cost to the state departments and agencies involved in these activities; and

WHEREAS, a center of this magnitude and value to the future of Hawaii's children and citizens requires well-conceived planning and cooperation among these stakeholders; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, the Senate concurring, that the High Technology Development Corporation, University of Hawaii John A. Burns School of Medicine, Cancer Research Center of Hawaii, Department of Education, Department of Land and Natural Resources, and the Hawaii Community Development Authority are requested to confer and strategize to develop and operate a technology-based consortium supporting K-12 education, medical research and development activities, and medical research and development incubator and innovation center for technology-based companies, on state land in Kakaako Mauka and adjacent to the Mother Mary Waldron Park; and

BE IT FURTHER RESOLVED that the:

(1) Executive Director of the Hawaii High Technology Development Corporation or the Executive Director's designee;

(2) Dean of the University of Hawaii John A. Burns School of Medicine or the Dean's designee;

(3) Director of the University of Hawaii Cancer Research Center of Hawaii or the Director's designee;

(4) Superintendent of Education or the Superintendent's designee;

(5) Executive Director of the Hawaii Community Development Authority or the Executive Director's designee; and

(6) Chairperson of the Board of Land and Natural Resources or the Chairperson's designee;

are requested to meet to develop the strategy and report their findings and recommendations for the development of the collaborative project and programs on the site adjacent to Mother Mary Waldron Park, along with any proposed legislation, if necessary, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2007; and

BE IT FURTHER RESOLVED that the High Technology Development Corporation is requested to be responsible for convening the meetings, drafting the report and any proposed legislation, and submitting the report to the Legislature; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources, Chairperson of the Board of Education, Superintendent of Education, Chairperson of the Board of Regents of the University of Hawaii, President of the University of Hawaii, Dean of the University of Hawaii Medical School, Director of the University of Hawaii Cancer Research Center, Executive Director of the Hawaii Community Development Authority, and Executive Director of the Hawaii High Technology Development Corporation.
