RESOLUTION
REQUESTING LEAHI HOSPITAL TO DEVELOP A MASTER PLAN AND FINANCIAL FEASIBILITY REPORT FOR ITS EXISTING CAMPUS THAT WILL TAKE ADVANTAGE OF ITS UNIQUE LOCATION AND RELATIONSHIPS IN EAST HONOLULU.
WHEREAS, as Hawaii's population ages and its social, economic, and health conditions change, the need for more long-term care alternatives that are accessible, affordable, and comprehensive persists; and
WHEREAS, the existing long-term care infrastructure does not adequately support current needs, and with the aging of the State's "baby boomer" population, the need to establish additional long-term care resources is imperative; and
WHEREAS, the State is lagging behind in support systems that accommodate Hawaii's frail elders as geographic, social, economic, and cultural barriers leave a large number of elder and disabled persons without adequate support; and
WHEREAS, it is imperative that the State develop and find new ways to bring care to the frailest residents through direct care and support in innovative programs; and
WHEREAS, faced with a rapidly growing elder population in Hawaii, an acute shortage of nursing home beds, and the rising cost of long-term care, an infrastructure needs to be created that will facilitate an alternative community-based program that is comprehensive, prevents institutionalization, and contains long-term care costs; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, the Senate concurring, that Leahi Hospital is requested to develop a master plan and financial feasibility report for its existing campus that will take advantage of its unique location and relationships in East Honolulu; and
BE IT FURTHER RESOLVED that the Legislature requests that the master plan facilitate Leahi's long-term vision as a geriatric center of excellence, incorporating other complementary services and medical training partnerships, and include:
(1) Specific needs assessment for elderly care services in the community;
(2) Market analysis to determine population size, need, and financial viability;
(3) State of the art facility and campus design that will improve efficiency and quality of care;
(4) Technical assistance from various elder care organizations to validate and support its vision; and
(5) A work plan to identify and establish collaborative relationships with other health care providers and health care systems in support of geriatric care; and
BE IT FURTHER RESOLVED that Leahi Hospital is requested to submit the proposed master plan and financial feasibility report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2008; and
BE IT FURTHER RESOLVED that the Hawaii Health Systems Corporation is requested to pursue any needed resources in the Regular Session of 2007; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chief Executive Officer of Leahi Hospital, the President of the Hawaii Health Systems Corporation, and the Director of Health.
