HOUSE CONCURRENT

RESOLUTION

 

REQUESTING THAT THE DEPARTMENT OF DEFENSE PRESENT A HOMELAND SECURITY PLAN TO THE LEGISLATURE.

 

 

WHEREAS, the scourge of terrorism continues to threaten our world, our nation, and our State; and

WHEREAS, the federal government has made $80,000,000 in funding available through the Office for Domestic Preparedness and the state Homeland Security Program to help protect our State and its people; and

WHEREAS, the state Department of Defense seeks to expend the $80,000,000 for homeland security in Hawaii; and

WHEREAS, the Legislature is also deeply concerned about the protection of Hawaii's residents and visitors; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, the House of Representatives concurring, that Department of Defense is requested to submit to the Legislature for approval a Homeland Security Plan for the expenditure of the $80,000,000 from the Office for Domestic Preparedness and the state Homeland Security Program; and

BE IT RESOLVED that the Homeland Security Plan shall include:

(1) An assessment of the threat of terrorist incidents;

(2) The development of plans to deal with terrorist incidents;

(3) Training and exercises to implement such plans;

(4) The procurement of equipment, materials, and supplies essential to meet the potential threats of conventional, chemical, biological, radiological, and nuclear weapons;

(5) The identification of any necessary procurement or taking of infrastructure for essential operational, storage, or administrative purposes;

(6) The ability to increase effective communications capability with local government agencies and the public regarding incidents and threats; and

(7) The ability to increase the deployment of law enforcement and first responder personnel, and the capabilities to detect, prevent, protect against, respond to, and recover from terrorist attacks;

and

BE IT FURTHER RESOLVED that the Homeland Security Plan be presented to the Legislature for approval as expeditiously as possible; and

BE IT FURTHER RESOLVED that the Homeland Security Plan include ways to help the counties increase their security efforts; and

BE IT FURTHER RESOLVED that as much as practicable, the Department of Defense shall collaborate with the counties to develop the Homeland Security Plan and to determine how the moneys from the Office for Domestic Preparedness and the State Homeland Security Program can be expended most effectively; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor; Adjutant General; mayor of the City and County of Honolulu, County of Hawaii, County of Maui, and County of Kauai; and the County Councils of Honolulu, Hawaii, Maui, and Kauai.
