HOUSE CONCURRENT

RESOLUTION

 

REQUESTING THE DEPARTMENT OF EDUCATION TO CONDUCT A FEASIBILITY STUDY ON WHETHER A FOOTBALL PROGRAM SHOULD BE ESTABLISHED AT MOLOKAI HIGH SCHOOL.

 

 

WHEREAS, recent studies have strongly suggested the overall decline in the health of the average American student; and

WHEREAS, this decline has been attributed to a lack of adequate exercise and a nutritious diet; and

WHEREAS, school-sanctioned sports programs teach students to adopt a healthy lifestyle and encourage students to become lifelong sports participants; and

WHEREAS, not all schools in the State have the resources and expertise to develop and implement sports programs that are comparable to sports programs in larger schools; and

WHEREAS, due to Department of Education budget cutbacks, Molokai High School has struggled to maintain its financially beleaguered athletic program; and

WHEREAS, budget cutbacks may have prevented Molokai High School from offering a football program to its student body; and

WHEREAS, Molokai High School has produced many talented athletes, including professional football player Kimo von Oelhoffen of the world champion Pittsburgh Steelers, who could not play football in high school because it was not offered; and

WHEREAS, considering the athletic talent available at Molokai High School, students should be able to participate in a school football program that is a part of the Maui Interscholastic League; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, the Senate concurring, that the Department of Education is requested to conduct a feasibility study on whether a football program should be established at Molokai High School; and

BE IT FURTHER RESOLVED that the Department is requested to include in its study:

(1) Whether the Molokai High School student body is large enough to field a football team;

(2) The costs of establishing a football program; and

(3) If providing a football program is not possible, the alternatives available to Molokai High School students who would like to participate in a football program; and

BE IT FURTHER RESOLVED that the Department of Education is requested to submit a report of the findings and recommendations of its study to the Legislature not later than twenty days prior to the convening of the Regular Session of 2007; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Superintendent of Education, the Chairperson of the Board of Education, the Executive Director of the Maui Interscholastic League, and the Principal of Molokai High School.
