RESOLUTION
REQUESTING THE DIRECTOR OF PUBLIC SAFETY TO CONDUCT A SECURITY AUDIT OF THE HAWAII YOUTH CORRECTIONAL FACILITY.
WHEREAS, ensuring the safety of the public and the security of staff and inmates are at the heart of any correctional facility operations; and
WHEREAS, there have been several escapes in the past from the Hawaii Youth Correctional Facility (HYCF), including an escape in 2005; and
WHEREAS, HYCF is located in Kailua, a residential community that has been accommodating and cooperative with regard to the needs of HYCF; and
WHEREAS, any escape from HYCF has a significant impact on the safety of the Kailua community and the surrounding residential areas; and
WHEREAS, the Legislature is concerned about the security operations of HYCF and how the safety of the surrounding community can be better addressed; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, the Senate concurring, that the Director of Public Safety is requested to conduct a security audit of HYCF to assess the security practices of the facility for the purposes of preventing escapes; and
BE IT FURTHER RESOLVED that the Legislature requests that the security audit of HYCF include but not be limited to:
(1) A review of its practices relating to the control and security of keys, tools, and other instruments;
(2) A review of the security features of all of the physical structures of each building such as doors, locks, windows, walls, and other items and objects located on the perimeter grounds that may affect security of the facility;
(3) A review of existing security policies and procedures and its effect on the operations and good governance of the facility;
(4) A review of existing emergency plans and safety procedures for wards and staff at the facility; and
(5) Recommendations for security practices, plans, policies, procedures, and any other factor that would contribute to making HYCF more secure and safe with regard to escapes;
and
BE IT FURTHER RESOLVED that the Executive Director of the Office of Youth Services is requested to:
(1) Cooperate with the Department of Public Safety (DPS) in its security audit of HYCF;
(2) Consider DPS's recommendations for any security upgrades or policy, procedural, or operational changes;
(3) Recommend proposed legislation necessary to accomplish the recommendations; and
(4) Request additional funding, if needed, to incorporate into the executive budget;
and
BE IT FURTHER RESOLVED that the Director of Public Safety is requested to submit any findings and recommendations on the security audit to the Governor, Legislature, Director of Human Services, and Executive Director of Youth Services no later than October 2, 2006; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Director of Public Safety, Director of Human Services, Executive Director of Youth Services, and the Administrator of the Hawaii Youth Correctional Facility.
