A BILL FOR AN ACT
AUTHOrIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR CAPITAL IMPROVEMENT PROJECTS FOR THE FORTY-SECOND REPRESENTATIVE DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $44,078,420, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal years 2005-2006, and 2006-2007, for the following projects:
1. Renton road and Roosevelt:
Installation of street light.
Total funding $20,000
2. Sand Island to Ewa Beach
Study and plans to construct a tunnel.
Total funding $400,000
3. West Loch
Clean-up of West Loch waterfront.
Total funding $100,000
4. West Loch
Board Walk 300 feet with standing platform.
Total funding $300,000
5. 6 foot wide bike/pedestrian path consisting of 6-inch thick base asphalt paving and concrete heathers on each side.
Total funding $550,000
6. Intersection and highway improvements.
Design and construction for existing intersections and highway facilities including installation of traffic signals, turning lanes, etc.
Total funding $300,000
7. State highway lighting system.
Construction for replacing and/or upgrading the existing lighting system.
Total funding $100,000

Design, construction, and equipment for eight classrooms.

SECTION 2. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2008, shall lapse as of that date.
SECTION 3. The sums appropriated shall be expended by the department of accounting and general services for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2005.
