A BILL FOR AN ACT

 

RELATING TO MOTOR VEHICLES.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that commercial and other large motor vehicles such as semitrailers, freight trucks, trailers, and tour and shuttle buses exacerbate rush hour traffic and add to street congestion. Further, these large vehicles are involved in many accidents and slow downs that occur on public roadways.

The purpose of this Act is to relieve morning traffic congestion and lessen the number of accidents by restricting the use of these vehicles to hours outside of morning rush hour traffic.

SECTION 2. Chapter 291C, Hawaii Revised Statutes, is amended by adding a new section to part XII to be appropriately designated and to read as follows:

"§291C- Restrictions on commercial and other large motor vehicles. No commercial motor vehicle or bus, as those terms are defined in section 286-2, shall be operated on any public street or highway between the hours of 5:00 a.m. and 9:00 a.m.; provided that this section shall not apply to emergency vehicles, school buses, and buses used by the counties for public transportation."

SECTION 3. New statutory material is underscored.

SECTION 4. This Act shall take effect upon its approval.
