A BILL FOR AN ACT

 

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING APPROPRIATIONS FOR HOMELESS SHELTERS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that homelessness in Hawaii is a rapidly growing problem where individuals have to survive without shelter.

The purpose of this Act is to authorize the issuance of general obligation bonds and make appropriations for the plans, design, and construction of homeless shelters in each county.

SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $ or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2005-2006 for the projects listed below.

1. County of Hawaii

Plans, design, and construction of homeless shelters in the county of Hawaii.

3. City and county of Honolulu

SECTION 3. The appropriations made for capital improvement projects authorized in section 2 of this Act shall not:

(1) Be made available unless they are matched by the appropriate county; and

(2) Lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys that are unencumbered as of June 30, 2008, shall lapse as of that date.

SECTION 4. The sums appropriated shall be expended as indicated in section 2 by the county of Hawaii, the county of Maui, the city and county of Honolulu, and the county of Kauai, respectively, for the purposes of this Act.

SECTION 5. This Act shall take effect on July 1, 2005.
