A BILL FOR AN ACT
RELATING TO THE ISLAND OF KAHO'OLAWE.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Act 340, Session Laws of Hawaii 1993, mandated that the island of Kaho'olawe be reserved in perpetuity for uses such as: the preservation and practice of rights customarily and traditionally exercised by native Hawaiians for cultural, spiritual, and subsistence purposes; the preservation and protection of the island's archaeological, historical, and environmental resources; and education. Accordingly, the Kaho'olawe island reserve commission plans to establish culture and education centers, operations facilities, overnight campsites, restoration areas, and cultural and wildlife preserves on the island.
Because Kaho'olawe is geographically and logistically isolated from the other Hawaiian islands, concerns have emerged regarding appropriate power sources and adequate fuel supplies to successfully maintain planned facilities and operations.
In keeping with the Kaho'olawe island reserve commission's mandate and vision to restore, preserve, and maintain a pristine natural environment on the island, the use of alternative energy resources for the island's power needs should be considered. The State is in the unique position of establishing Kaho'olawe as a model project for sustainability and alternative energy research and application that can be utilized to plan for the future power needs of not only Kaho'olawe, but the entire State as well. In this regard, the State Planning Act, chapter 226, Hawaii Revised Statutes, identifies increased energy self-sufficiency as one of the State's energy objectives.
The purpose of this Act is to direct the auditor to determine the feasibility of deploying alternative energy resources to meet the island's energy needs and submit a report of findings and recommendations to the legislature and governor before the convening of the regular session of 2007.
SECTION 2. The auditor shall conduct an audit to determine the feasibility of deploying alternative energy resources on the island of Kaho'olawe. The audit shall identify feasible alternative energy resources and shall include a cost analysis, assessment, and an implementation strategy for the utilization of alternative energy resources to address the current and future energy needs of the island.
SECTION 3. The auditor shall submit findings and recommendations, including any proposed legislation, to the legislature and the governor no later than twenty days prior to the convening of the regular session of 2007.
SECTION 4. This Act shall take effect upon its approval.
