A BILL FOR AN ACT
RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE THIRTEENTH REPRESENTATIVE DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2006-2007.
1. To be expended by the department of accounting and general services:
A. Haiku elementary school, Maui
Design, construction, and equipment for six-classroom building, ground, and site improvements.

B. Hana high and elementary schools, Maui
Design, construction, and equipment for administration building. Ground and site improvements and electrical upgrade. $3,264,000
Plans, design, and construction of auditorium, including site improvements. $6,000,000

C. Kaunakakai elementary school, Molokai
Various improvements.

D. Keanae school, Maui
Sidewalk repairs.

Plans, land acquisition, design, construction, and equipment for a museum to perpetuate Kalaupapa's unique history and to store information, documents, and mementos of Kalaupapa's history and culture.

Plans, design, and construction to develop infrastructure for an agricultural park.

Various improvements at:

D. Nahiku school community center, Maui
Plans, design, and construction for a pavilion to be built on the old Nahiku school grounds to serve as a community gathering facility where community members can meet to have social, cultural, and educational events. Facility to include restrooms.

E. Hui Noeau visual arts center, Maui
Acquistion of land in Kaluanui to prevent displacement of Hui Noeau Visual Arts Center. $
Repair existing buildings, driveway paving, and main house electrical upgrades. 240,000

Plans, design, and construction of restroom facilities.

5. To be expended by the county of Maui:
A. Cultural learning center, Molokai
Plans, design, and construction for a cultural learning center at Malama park and Palaau park and for visitor coordination centers.

B. Molokai electric plant, Molokai
Plans, design, and construction to clean up the old Molokai electric plant, build a shared warehouse for new and existing business, and establish a business incubator and movie theatre.

C. Emergency medical services, Maui
Emergency medical helicopter service.

SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $ , or so much thereof as may be necessary, for fiscal year 2006-2007, for the purpose of capital improvements in the thirteenth representative district.
SECTION 3. The appropriations made for the capital improvement projects authorized in this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all appropriations that are unencumbered as of June 30, 2008, shall lapse as of that date.
SECTION 4. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agencies for the purposes of this Act.
SECTION 5. This Act shall take effect on July 1, 2006.
