A BILL FOR AN ACT

 

relating to the university of hawaii's honolulu community college.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that investments in college and universities have a positive and long-lasting impact on the overall health of the state. The legislature further finds that the University of Hawaii system serves thousands of local residents through their community college programs, allowing graduates to remain in their communities as an active and contributing workforce. In order to meet the needs of a growing and diversified population, the community colleges have established sound academic programs and continue to advance technologically and professionally.

Honolulu community college is well known as the "technical training college of the pacific." The campus serves approximately six thousand students each semester. Of this number, over fifty per cent are enrolled in apprenticeship or technical training programs. Hawaii's current economic boom, coupled with the perennial shortage of workers, has created an unsurpassed demand for skilled labor and the college remains dynamic in meeting industry demands for trained and qualified workers by continuing discussions with many key industries such as construction, defense, and information technology. As such, the college prides itself on being the state’s primary technical workforce development institution.

Appropriating much-needed funding to Honolulu community college will allow the school to continue to meet high academic standards and provide the state with qualified and skilled workers. The purpose of this Act is to appropriate funds to the Honolulu community college for operational costs, programming for native Hawaiians, student educational outreach and retention, equipment replacement, and technical education.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $1,165,504 or so much thereof as may be necessary for fiscal year 2006-2007 for the following expenses relating to the University of Hawaii's Honolulu community college:

A. Increase in technological support

1. Two permanent IT computer specialists $97,676

2. Educational supplies $5,000

B. Additional security support

1. Contract security $40,000

2. Non-inventory equipment $10,000

Total funding $50,000

C. Faculty and staff professional development

1. Lecturer replacements $39,750

2. Travel $10,250

Total funding $50,000

D. Aeronautic maintenance program (AERO) lease

agreement

Lease rent $324,000

E. Equipment replacement for programs

1. Non-inventory equipment $75,000

2. Educational equipment $25,000

Total funding $100,000

F. Improve student recruitment and retention

1. One permanent counselor $50,892

2. One permanent educational specialist $34,864

3. One permanent media specialist $34,864

4. Educational supplies $1,324

Total funding $121,944

G. Distance & blended learning infrastructure

support

1. Two permanent instructors $105,408

2. One permanent IT specialist $48,838

3. Student assistants $20,000

4. Ed supplies/licenses/software $37,158

5. Non-inventory equipment $20,000

H. Improve academic & student support services

1. One permanent educational specialist $39,262

The sum appropriated shall be expended by the Honolulu community college for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2006.
