A BILL FOR AN ACT
Relating to the University of Hawaii at Hilo.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. In order to comply with Title IX of the Educational Amendments of 1972 to the 1964 Civil Rights Act, additional funding is necessary for the University of Hawaii at Hilo athletics program. Currently, funding support for men's and women's athletic programs disproportionately favors men. The components that need to be addressed to comply with federal law include increasing the following:
(1) Opportunities for females to participate in athletics;
(2) The operating budgets for women's sports programs;
(3) The number of scholarships awarded to female student-athletes; and
(4) The salaries for coaches of women's sports.
With its current limited budget, the University of Hawaii at Hilo is unable to fund the components needed to comply with Title IX, while continuing to maintain an existing minimal men's athletics program. By appropriating the funding necessary to provide new participation opportunities in athletic programs for women at the University of Hawaii at Hilo in the form of adding three additional team sports for sixty female participants, the University of Hawaii at Hilo will not only be in compliance with Title IX, but will also provide expanded athletic and educational opportunities to the young women of Hawaii.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $576,279, or so much thereof as may be necessary for fiscal year 2006-2007, in order to bring the University of Hawaii at Hilo into compliance with the requirements of Title IX to be expended as follows:
1. Personal services
Head coach women's golf $ 25,000
Head coach women's soccer 45,000
Assistant coach women's golf 20,000
Assistant coach women's soccer 20,000
Head coach women's basketball 55,000
Assistant coach women's basketball 20,000
Subtotal personal services $185,000
2. Other current expenses
Travel out-of-state $180,000
Travel intrastate 65,000
Scholarships 100,000
Supplies 46,279
Subtotal other current expenses $391,279
SECTION 3. The sum appropriated shall be expended by the University of Hawaii at Hilo for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2006.
