A BILL FOR AN ACT

 

MAKING AN APPROPRIATION FOR THE UNIVERSITY OF HAWAII.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that statistics on native Hawaiians at the University of Hawaii reflect a significant need for increased support of programs serving native Hawaiians. The legislature notes that:

(1) Native Hawaiians are twenty-three per cent of Hawaii's population but only eight per cent of the students at the University of Hawaii at Manoa, the flagship campus, and only fourteen per cent of the students systemwide;

(2) Native Hawaiians are twenty-three per cent of Hawaii's population but only four per cent of the faculty and zero per cent of administration at the University of Hawaii at Manoa, the flagship campus, and only two per cent of the faculty systemwide;

(3) Native Hawaiians are underrepresented in every field of study at the University except in Hawaiian studies and in Hawaiian language;

(4) According to the United States 2000 census, there are 401,162 Native Hawaiians in the world but only about four thousand, or one per cent, are fluent in their ancestral language, and Hawaiian language and culture programs in the University of Hawaii need increased support, especially at the community college level;

(5) A majority of native Hawaiians, 239,655 or sixty per cent, of all Hawaiians in the world, reside in the Hawaiian archipelago, and of those who reside in Hawaii, sixty-three per cent or 153,117, live on the island of Oahu;

(6) Of the 6,831 native Hawaiian students enrolled in the University of Hawaii system, 4,673 or sixty eight per cent, attend campuses on the island of Oahu;

(7) There are seventy-five thousand native Hawaiian children in Hawaii's public school system and only five per cent are expected to seek attendance at any university;

(8) Programs that serve native Hawaiians at the University of Hawaii system have higher rates of recruitment, retention, and matriculation of native Hawaiian students than other programs at the University;

(9) Matriculation of native Hawaiian students in various academic fields increases their earning capacities for their families and allows them to escape poverty; and

(10) Native Hawaiians are underrepresented at the University of Hawaii at fourteen per cent, while native Hawaiians are overrepresented in Hawaii's prisons at forty-five percent.

The legislature believes that providing effective education programs for the native people of this land will benefit all of the people of the State of Hawaii.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $1,162,812, or so much thereof as may be necessary for fiscal year 2006-2007, for the University of Hawaii at Manoa Hawaiian program initiatives.

A. Kamakakūokalani Center for Hawaiian Studies within the School of Hawaiian, Asian, & Pacific Studies (2.0 FTE). $95,000

B. Kawaihuelani Hawaiian Language Department within the College of Languages, Linguistics, and Literature (2.0 FTE). $95,000

C. Hawaiian Engineering within the College of Engineering (1.0 FTE). $54,000

D. Indigenous Politics within the College of Arts and Science (1.0 FTE). $54,000

E. Ka Papa Lo‘i o Kānewai within the School of Hawaiian, Asian, & Pacific Studies (1.0 FTE). $41,000

F. Establish MA in Hawaiian Studies within the School of Hawaiian, Asian, & Pacific Studies (2.5 FTE). $173,812

G. Haumana Biosciences Research within the Pacific Biosciences Research Center (3.0 FTE). $200,000

H. ‘Ike Ao Pono Nursing within the School of Nursing and Dental Hygiene (1.0 FTE). $60,500

I. ‘Imi Ho‘ōla JABSOM Premedical within the John A. Burns School of Medicine (4.0 FTE). $245,000

J. Ho‘okulaiwi Hawaiian Teacher Education Program within the College of Education (3.0 FTE). $144,500

SECTION 3. The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act; provided that the Kuali‘i Council shall be consulted prior to the expenditure of any funds provided by this Act.

SECTION 4. This Act shall take effect on July 1, 2006.
