A BILL FOR AN ACT
AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS FOR CAPITAL IMPROVEMENT PROJECTS IN THE FIFTY-FIRST REPRESENTATIVE DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $155,776,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2006-2007 for the following capital improvement projects:
1. Maintenance and upgrade of Waimanalo wastewater treatment facility. $10,000,000
2. Kailua high school access road, Oahu
Construction of access road to Kailua high school from Kalanianaole highway.

3. Kailua high school, Oahu
Plans, design, and construction for new library, and renovation and conversion of existing library.

SECTION 2. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2008, shall lapse as of that date.
SECTION 3. The sums appropriated in section 1 shall be expended as follows:
(1) Items 1 and 2: department of accounting general services.
(2) Items 3 through 12: department of education.
(3) Items 13 through 15: department of health.
(4) Items 16 through 19: department of transportation.
(5) Item 20: department of agriculture.
(6) Item 21: department of land and natural resources.
(7) Item 22: Housing community development administration of Hawaii
(8) Item 23: department of Hawaiian home lands
SECTION 4. This Act shall take effect on July 1, 2006.
