Requires the housing finance and development administration to conduct a study to determine feasibility of using state land at Puunene airport in Puunene, Maui, for affordable housing. Appropriates unspecified amount for study. Report to legislature.

A BILL FOR AN ACT

SECTION 1. State lands; Puunene airport; housing finance and development administration; affordable housing study; cooperation; report. (a) The housing finance and development administration shall undertake a study to determine the feasibility of using state land at the Puunene airport located in Puunene, Maui, for affordable housing. All state departments and agencies having jurisdiction or responsibility over Puunene airport, including the department of transportation and the department of land and natural resources, shall cooperate fully with the housing finance and development administration as it conducts the study.

(b) The housing finance and development administration shall report its findings and recommendations to the legislature no later than twenty days before the convening of the regular session of 2007.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $       , or so much thereof as may be necessary for fiscal year 2006-2007, for the housing finance and development administration to conduct a study to determine the feasibility of using state land at Puunene airport located in Puunene, Maui, for affordable housing.

The sum appropriated shall be expended by the housing finance and development administration for the purposes of this Act.

SECTION 3. This Act shall take effect upon its approval, except that section 2 shall take effect on July 1, 2006.
