Makes an appropriation for survey and engineering design fees for the development of an industrial park at Mana, Hilo, Hawaii.

A BILL FOR AN ACT

SECTION 1. The legislature finds that there is a demand for additional industrial lands in Hilo, Hawaii. The old Kanoelehua industrial subdivision has been leased to capacity for years with many leases terminating in 2016. With pressure for more commercial development in the surrounding area, it is doubtful that the industrial subdivision will be redeveloped or expanded. Further, the size of the lots in the existing Kanoelehua industrial subdivision are undersized for modern industrial demands.

By Senate Concurrent Resolution No. 68, Regular Session 2002, the legislature authorized the department of land and natural resources to designate approximately one hundred fifty acres of public lands in south Hilo in the area known as the Mana quarry, as an industrial park. The department of land and natural resources is presently proceeding with the environmental review process of the proposed industrial park.

The purpose of this Act is to make an appropriation for survey and engineering design fees for the development of the industrial park.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $650,000, or so much thereof as may be necessary for fiscal year 2006-2007, for survey and engineering design fees for the development of an industrial park at Mana, south Hilo, Hawaii.

SECTION 3. The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2006.
