A BILL FOR AN ACT

 

relating to the waianae coast.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that increased use of beach parks and state boating facilities between Kalaeloa and Kaena significantly impacted traditional commercial fishing activities and other non-commercial ocean recreation activities. To reduce the negative impact, the legislature enacted Act 6, Special Session Laws of Hawaii 2005, to designate an ocean recreation management area and rules. Before designating boundaries for an ocean recreation management area, a baseline environmental study must first be conducted but funding for a study was not available at the time Act 6 was enacted and further action was put off until a funding source could be found.

The purpose of this Act is to appropriate funds to the department of land and natural resources to conduct a baseline environmental study of the Waianae coast.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2006-2007 to conduct a baseline environmental study of the Waianae coast.

The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2006.
