A BILL FOR AN ACT
Making an appropriation to assist the molokai reef fish restoration Pilot Project.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. KHM International, a 501(c)3 nonprofit organization based on the island of Molokai, is proposing the undertaking of a pilot project called the Molokai reef fish restoration project and is in the process of obtaining all necessary permits and a lease for Kalokoeli and Alii fish ponds, pre-contact native Hawaiian fish ponds, from the department of Hawaiian home lands. The objectives of this pilot project are three-fold. The first objective is to raise the fish in the fish ponds, followed by the second objective of selling some of the fish raised to finance the continuation of the program, and releasing some of the fish to replenish the wild stock in the area. The final objective is the continuing development and perpetuation of the traditional knowledge and practices of malama aina, caring for the land.
To support the implementation of this pilot project, KHM International has obtained a three-year federal grant from the Administration for Native Americans.
The purpose of this Act is to appropriate moneys to assist KHM International with its Molokai reef fish restoration pilot project.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or much thereof as may be necessary for fiscal year 2006-2007, for the development of the Molokai reef fish restoration pilot project by KHM International.
SECTION 3. The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2006.
