A BILL FOR AN ACT

 

making an appropriation for wireless connectivity at rural schools on maui, lanai, and molokai.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Hawaii students have greatly benefited from the national trend of bringing internet technology and wireless connectivity to the classroom. At least ninety-seven per cent of Hawaii's public schools are currently "hard wired" or capable of connecting to the internet.

Most schools also have some wireless fidelity connection, with accessibility in limited locations. This enables students, teachers, and administrators to access data, gather information, communicate, and collaborate from various sites on campus. Through wireless fidelity, students in remote communities can communicate with teachers and access learning resources regardless of location.

The purpose of this Act is to install a wireless fidelity network at schools in rural districts on the islands of Maui, Lanai, and Molokai.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $        , or so much thereof as may be necessary for fiscal year 2006-2007, for the purpose of installing a wireless fidelity network at schools in rural areas on the islands of Maui, Lanai, and Molokai; provided that the wireless fidelity network shall provide adequate coverage, capacity, and security to meet current and future needs of these schools. The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 3. The department of education shall submit a progress report to the legislature not later than twenty days prior to the convening of the 2007 regular session and a final report not later than twenty days prior to the convening of the 2008 regular session. These reports shall include but not be limited to issues such as cost, usage, accessibility, security, and compatibility with existing computer networks and other relevant information.

SECTION 4. This Act shall take effect on July 1, 2006.
