A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the sixth representative district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
PART I
SECTION 1. The purpose of this part is to authorize the issuance of general obligation bonds and make an appropriation for water system improvements in North Kona, Hawaii.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the amount of $12,005,000, or so much thereof as may be necessary for fiscal year 2006-2007, for the construction of water system improvements including, but not limited to, the development of wells, storage facilities, and transmission lines serving North Kona, Hawaii.
SECTION 3. The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.
PART II
SECTION 4. The purpose of this part is to authorize the issuance of general obligation bonds and to make an appropriation for the extension of Keanalehu drive to Manawalea road in Kealakehe, North Kona, Hawaii.
SECTION 5. The director of finance is authorized to issue general obligation bonds in the amount of $4,500,000, or so much thereof as may be necessary for fiscal year 2006-2007, for the construction of road improvements to extend Keanalehu drive to Manawalea road in Kealakehe, North Kona, Hawaii.
SECTION 6. The sum appropriated shall be expended by the county of Hawaii for the purposes of this Act.
PART III
SECTION 7. The appropriations made for the capital improvements authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriations are made; provided that all moneys from the appropriations unencumbered as of June 30, 2008, shall lapse as of that date.
SECTION 8. This Act shall take effect on July 1, 2006.
