A BILL FOR AN ACT

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE THIRTY-EIGHTH REPRESENTATIVE DISTRICT.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Mililani's thirty-eighth representative district encompasses the new and expanding area of Mililani Mauka and the oldest part of the town, including the town center. Rapid development has caused chronic overcrowding in the newest schools, and has resulted in a population of over two thousand five hundred students at Mililani high school. A barely functioning phone system at Mililani high school has created a frustrating and unsafe situation. Built on an area the size of several city blocks, the campus must have a reliable phone system for the health and safety of the students.

In recent years, the legislature has funded a new ten-classroom building at Mililani high school. In 2003, $360,000 was appropriated for design, and another $5,700,000 was appropriated in 2004 for construction. Due to the increased costs of construction and labor costs, an additional appropriation will be needed to complete the project.

In addition to the needs of the newer schools and the high school, the original Mililani schools are nearly forty years old. These schools have many issues, including repair and maintenance, as well as facilities that are outdated and in need of restoration.

SECTION 2. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2006-2007.

Construction and equipment for a ten-classroom building.

SECTION 3. The sums appropriated for the respective projects set forth in section 2 shall be expended by the designated expending agency for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2006.
