A BILL FOR AN ACT
AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND making an appropriation for WASTE MANAGEMENT at lowland schools.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that many lowland schools throughout Hawaii contend with inoperable or dangerously inadequate waste and water management systems. Haleiwa and Waialua elementary schools in particular possess waste and water systems that threaten the health and safety of their students and employees. Environmental constraints including shallow soil and poor drainage create the risk of septic system runoff and contamination for surface and coastal water in the area. Haleiwa and Waialua elementary schools need crucial upgrades to their waste and drainage systems to protect them from any potential pollution or contamination.
The purpose of this Act is to appropriate moneys for the immediate design, construction, and installation of stop-gap waste and drainage system upgrades at Haleiwa and Waialua elementary schools.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $150,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2006-2007 for the purpose of this Act.
SECTION 3. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2008, shall lapse as of that date.
SECTION 4. This Act shall take effect on July 1, 2006.
