A BILL FOR AN ACT

 

MAKING AN APPROPRIATION FOR THE CONSTRUCTION OF ROADWAYS IN KONA.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The State and county of Hawaii have identified a three hundred acre state parcel of land at Keauhuolu in Kailua-Kona as an ideal site for affordable housing to alleviate the current crisis. The county of Hawaii general plan proposes a mid-level road that would provide access to this site and link Henry street, Palani road, Kealakehe parkway, the future county civic center, Kealakehe high school, and the department of Hawaiian home lands village of Lai‘opua, to create a parallel route to the congested Queen Ka‘ahumanu highway. The department of Hawaiian home lands has asked the county for assistance building the Manawale‘a-Keanalehu roadway that is needed for expansion of the village of Lai‘opua. The county is planning to build the road and enter into an agreement to be reimbursed by the department of Hawaiian home lands. Although the roadway is planned to be built with county funds, funding for water and sewer lines to service the department of Hawaiian home lands lands is needed. Additionally, the county is requesting funding to put in water and sewer lines to service the affordable housing project.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $6,000,000, or so much thereof as may be necessary for fiscal year 2006-2007, for a grant-in-aid to the county of Hawaii to construct infrastructure required for affordable housing in Kona, Hawaii.

SECTION 3. The sum appropriated shall be expended by the county of Hawaii for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2006.
