A BILL FOR AN ACT
relating to public safety.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Notwithstanding any law to the contrary, no state or county agency, commission, corporation, department, or any other authority of the State or county, shall expend any federal funds provided by the United States Office for Domestic Preparedness under the State Homeland Security Program, unless the department of defense submits to the legislature:
(1) A detailed report on past, present, and planned future expenditures of federal funds provided under the State Homeland Security Program, including:
(A) The overall guidelines and strategy used in
determining funding priorities;
(B) All of the specific projects funded and planned to be funded, and their respective funding amounts; and
(C) The impact and measurable results of the funding;
and
(2) A homeland security plan that includes consideration of the following priorities:
(A) Interoperable communications between first responders of all government jurisdictions;
(B) Auditing program for radiation sources, in collaboration with users of radioactive materials, including hospitals, laboratories, food irradiation, and industrial applications;
(C) Domestic intelligence gathering;
(D) Mass casualty planning;
(E) Transportation security, including ground transportation and commercial and small boat harbors;
(F) Chemical security, including security at waste water treatment facilities; and
(G) Cyber security.
The homeland security plan shall include objectives, cost assessments, and schedules and timelines for completion of the plan's components. If the legislature is not in session, the department of defense shall submit copies of the detailed report and the homeland security plan to the speaker of the house of representatives and the president of the senate.
SECTION 2. This Act shall take effect upon its approval.
