A BILL FOR AN ACT
making an appropriation for job training.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. There is appropriated out of unencumbered federal Temporary Assistance for Needy Families funds allocated to the State of Hawaii to the extent that those funds are available, and otherwise out of the general revenues of the State of Hawaii the sum of $10,000,000, or so much thereof as may be necessary for fiscal year 2005-2006, and the same sum, or so much thereof as may be necessary for fiscal year 2006-2007, for the purpose of providing job training to underemployed and unemployed persons who are residents of the State. For purposes of this section, "resident" has the same meaning as in section 235-1, Hawaii Revised Statutes.
SECTION 2. The sums appropriated shall be expended by the department of labor and industrial relations for the purposes of this Act; provided that the moneys appropriated under this Act shall be expended through request for proposals with organizations qualified in training applicants in construction industry vocations and other skilled trades, high technology vocations, maritime industry vocations, culinary arts, general equivalency degree programs, and labor shortage areas.
SECTION 3. This Act shall take effect on July 1, 2005.
