A BILL FOR AN ACT

 

relating to human services.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 2. Chapter 346, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§346- Expenditure of temporary assistance for needy families funds. (a) Any funds received by the State under the temporary assistance for needy families program shall be subject to appropriation by the legislature and shall not be expended by the department without a legislative appropriation.

(b) No later than thirty days before the convening of each regular session, the department shall:

(1) Submit a plan to the legislature detailing how the funds received under the temporary assistance for needy families program will be expended and describing the desired outcomes from the expenditure of the funds; and

(2) Report on the effectiveness and level of success in reaching the desired outcomes under:

(A) The plan in paragraph (1); and

(B) Programs from the previous two fiscal years using temporary assistance for needy families funds.

(e) In undertaking its responsibilities under this section, each house of the legislature shall refer all matters to all relevant standing committees."

SECTION 2. This Act does not affect rights and duties that matured, penalties that were incurred, and proceedings that were begun, before its effective date.

SECTION 3. New statutory material is underscored.

SECTION 4. This Act shall take effect on July 1, 2099.
