Requires TANF funds to be appropriated by the legislature and requires the governor's plan for expenditure of TANF funds to be approved by the legislature.

A BILL FOR AN ACT

SECTION 1. Title 3, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

" - Expenditure of temporary assistance to needy families funds. (a) Any funds received by the State under the temporary assistance to needy families program shall be subject to appropriation by the legislature.

(b) No funds received under subsection (a) shall be expended by the department until appropriated by the legislature.

(c) No later than thirty days before the convening of each regular session, the department shall submit a plan to the legislature detailing how the funds received pursuant to subsection (a) will be expended.

(d) In addition, the department shall:

(e) In undertaking its responsibilities under this section, each house of the legislature shall refer all matters under subsections (b) and (c) to all relevant standing committees.

(f) As used in this section, "department" means the department of human services."

SECTION 2. This Act does not affect rights and duties that matured, penalties that were incurred, and proceedings that were begun, before its effective date.

SECTION 3. New statutory material is underscored.

SECTION 4. This Act shall take effect upon its approval.
