A BILL FOR AN ACT

 

relating to human services.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Chapter 346, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§346- Expenditure of child care development block grant funds. (a) Any funds received by the State from the United States Department of Health and Human Services under the child care development block grant program shall be subject to appropriation by the legislature and shall not be expended by the department without a legislative appropriation.

(b) The governor may authorize the department to receive any other federal funds related to the child care development block grant program that may become available when the legislature is not in session.

(c) No later than thirty days before the convening of each regular session, the department shall submit to the legislature:

(1) A plan detailing how the funds received under the child care development block grant program will be expended, and describing the desired outcomes from the expenditure of funds; and

(2) A report of the effectiveness and the level of success in reaching the desired outcomes of the plan in paragraph (1).

(c) In undertaking its responsibilities under this section, each house of the legislature shall refer all matters to all relevant standing committees."

SECTION 2. This Act does not affect rights and duties that matured, penalties that were incurred, and proceedings that were begun, before its effective date.

SECTION 3. New statutory material is underscored.

SECTION 4. This Act shall take effect on July 1, 2099.
