A BILL FOR AN ACT

 

relating to human services.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Title 3, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

" - Expenditure of child care development block grant funds. (a) Any funds received by the State from the United States Department of Health and Human Services under the child care development block grant program shall be subject to appropriation by the legislature.

(b) No funds received under subsection (a) shall be expended by the department until appropriated by the legislature.

(c) No later than thirty days before the convening of each regular session, the department shall submit a plan to the legislature detailing how the funds received pursuant to subsection (a) will be expended.

(d) In addition, the department shall:

(1) Develop a plan of desired outcomes from the expenditure of funds; and

(2) Submit to the legislature, no later than thirty days before the convening of each regular session, a report that details the effectiveness of the plan in paragraph (1) and the level of success in reaching the desired outcomes.

(e) In undertaking its responsibilities under this section, each house of the legislature shall refer all matters under subsections (b) and (c) to all relevant standing committees.

(e) As used in this section, "department" means the department of human services."

SECTION 2. This Act does not affect rights and duties that matured, penalties that were incurred, and proceedings that were begun, before its effective date.

SECTION 3. New statutory material is underscored.

SECTION 4. This Act shall take effect upon its approval.
