A BILL FOR AN ACT

 

relating to affordable housing.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The department of accounting and general services and the Hawaii housing finance and development administration shall work collaboratively to develop a plan for the State to enter into public/private partnerships to construct affordable housing units on or adjacent to public state facilities that are being planned for future construction. The plan shall:

(1) Contain a study to determine the feasibility of including affordable housing on or adjacent to public state facilities that are being planned for future construction;

(2) Include proposals for specific affordable housing projects on or adjacent to public state facilities that are being planned for future construction; provided that the proposals include recommended funding amounts for the affordable housing projects; and

(3) Be submitted to the legislature no later than twenty days prior to the convening of the regular session of 2007.

SECTION 2. The department of accounting and general services and the Hawaii housing finance and development administration shall enter into a public/private partnership with appropriate private entities to plan, design, construct, and furnish at least one hundred affordable housing units on state-owned property in Iwilei (tax map key: 1-5-07:1) on the island of Oahu; provided that state-owned offices may be included in the affordable housing structure.

SECTION 3. This Act shall take effect on July 1, 2006.
